        Introduced  by  Sen. MANNION -- read twice and ordered printed, and when
          printed to be committed to the Committee on Civil Service and Pensions
          -- committee discharged, bill amended, ordered  reprinted  as  amended
          and recommitted to said committee

        AN  ACT  to  amend the civil service law, in relation to authorizing the
          Syracuse Hancock International Airport to hire and  promote  employees
          on a permanent basis

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Section 65 of the civil service law is amended by adding  a
     2  new subdivision 7 to read as follows:
     3    7.  Syracuse  regional  airport authority operated airport.   Notwith-
     4  standing any law, rule or  regulation  to  the  contrary,  the  Syracuse
     5  Hancock  International  Airport may:  (a) appoint or promote to a perma-
     6  nent position in the exempt class for titles that are  critical  airport
     7  management and supervisory positions that include but are not limited to
     8  airport  or  authority:  director  and  assistant  director;  manager or
     9  assistant manager; aircraft  rescue  and  firefighting  chief;  aviation
    10  finance  director;  commercial  development  officer; aviation security,
    11  operations responsible for FAR Part 139 compliance; and chief  operating
    12  officer;  whenever  there  is no appropriate eligible list available for
    13  filling a vacancy in the selective exempt class; (b) if  such  appointee
    14  shall  be  determined by such airport or authority as qualified; and (c)
    15  no person shall be appointed, promoted or employed under any  title  not
    16  appropriate to the duties to be performed and, except upon assignment by
    17  proper  authority  during the continuance of a temporary emergency situ-
    18  ation, no person shall be assigned to perform the duties of any position
    19  unless he or she has been duly appointed, promoted, transferred or rein-
    20  stated to such position in accordance with the provisions of this subdi-
    21  vision and the rules prescribed thereunder.
    22    § 2. This act shall take effect on the ninetieth day  after  it  shall
    23  have become a law.
