FLANAGAN -- (at request of the State Education Department) -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to extending the time- frame for school professionals applying for certification to complete training on the social patterns of harassment, bullying and discrimi- nation THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: 1 Section 1. Subdivision 5 of section 14 of the education law, as added 2 by chapter 102 of the laws of 2012, is amended to read as follows: 3 5. The commissioner shall prescribe regulations that school profes- 4 sionals applying on or after [July first] DECEMBER THIRTY-FIRST, two 5 thousand thirteen for a certificate or license, including but not limit- 6 ed to a certificate or license valid for service as a classroom teacher, 7 school counselor, school psychologist, school social worker, school 8 administrator or supervisor or superintendent of schools shall, in addi- 9 tion to all other certification or licensing requirements, have 10 completed training on the social patterns of harassment, bullying and 11 discrimination, as defined in section eleven of this article, including 12 but not limited to those acts based on a person's actual or perceived 13 race, color, weight, national origin, ethnic group, religion, religious 14 practice, disability, sexual orientation, gender or sex, the identifica- 15 tion and mitigation of harassment, bullying and discrimination, and 16 strategies for effectively addressing problems of exclusion, bias and 17 aggression in educational settings. 18 S 2. This act shall take effect on the same date and in the same 19 manner as chapter 102 of the laws of 2012 takes effect.
