         -- reported favorably from said committee and committed to the Commit-
         tee   on  Finance  --  committee  discharged,  bill  amended,  ordered
         reprinted as amended and recommitted to said committee
       AN ACT to amend the mental hygiene law,  in  relation  to  defining  the
         scope  of  responsibilities  of the office of alcoholism and substance
         abuse services regarding recovery services for veterans
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  Section  19.07  of  the  mental hygiene law is amended by
    2  adding a new subdivision (i) to read as follows:
    3    (I) THE OFFICE OF ALCOHOLISM AND SUBSTANCE ABUSE SERVICES SHALL  PERI-
    4  ODICALLY,  IN CONSULTATION WITH THE STATE DIRECTOR OF VETERANS' AFFAIRS:
    5  (1) REVIEW THE PROGRAMS OPERATED BY THE OFFICE TO ENSURE THAT THE  NEEDS
    6  OF  THE STATE'S VETERANS WHO SERVED IN THE U.S. ARMED FORCES AND WHO ARE
    7  RECOVERING FROM ALCOHOL AND/OR SUBSTANCE ABUSE  ARE  BEING  MET  AND  TO
    8  DEVELOP  IMPROVEMENTS TO PROGRAMS TO MEET SUCH NEEDS; AND (2) IN COLLAB-
    9  ORATION WITH THE STATE DIRECTOR OF VETERANS' AFFAIRS AND THE COMMISSION-
   10  ER OF THE OFFICE OF MENTAL HEALTH, REVIEW AND  MAKE  RECOMMENDATIONS  TO
   11  IMPROVE   PROGRAMS   THAT  PROVIDE  TREATMENT,  REHABILITATION,  RELAPSE
   12  PREVENTION, AND RECOVERY SERVICES TO  VETERANS  WHO  HAVE  SERVED  IN  A
   13  COMBAT  THEATRE  OR  COMBAT  ZONE  OF OPERATIONS AND HAVE A CO-OCCURRING
   14  MENTAL HEALTH AND ALCOHOLISM OR SUBSTANCE ABUSE DISORDER.
   15    S 2. This act shall take effect on the one hundred eightieth day after
   16  it shall have become a law; provided, however, that effective immediate-
   17  ly, the addition, amendment and/or repeal  of  any  rule  or  regulation
   18  necessary  for  the implementation of this act on its effective date are
   19  authorized and directed to be made  and  completed  on  or  before  such
   20  effective date.
