       Introduced  by  Sen.  PARKER -- read twice and ordered printed, and when
         printed to be committed to the Committee on Investigations and Govern-
         ment Operations
       AN ACT to amend the legislative law, in relation to creating a  cost  of
         living  adjustment  to  be  applied  to the salaries of members of the
         legislature
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  Section 5-a of the legislative law is amended by adding a
    2  new subdivision 4 to read as follows:
    3    4. NOTWITHSTANDING ANY OTHER PROVISIONS OF THIS  SECTION,  AS  OF  THE
    4  FIRST  WEDNESDAY  IN  JANUARY OF THE YEAR TWO THOUSAND SIXTEEN AND EVERY
    5  SECOND YEAR THEREAFTER,  SUCH  BASE  ALLOWANCE  SHALL  BE  INCREASED  OR
    6  DECREASED  AT  THE  SAME  RATE  AS  INCREASES OR DECREASES IN THE MEDIAN
    7  HOUSEHOLD INCOME FOR THE STATE FOR THE PRECEDING  TWO  YEAR  PERIOD,  AS
    8  ASCERTAINED BY THE GOVERNOR.
    9    S 2. This act shall take effect immediately.
