STATE OF NEW YORK ________________________________________________________________________ 1815 2021-2022 Regular Sessions IN SENATE January 16, 2021 ___________ Introduced by Sen. SKOUFIS -- read twice and ordered printed, and when printed to be committed to the Committee on Local Government AN ACT to amend the general municipal law, in relation to requiring municipalities to maintain municipal websites The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. The general municipal law is amended by adding a new arti- 2 cle 13-E to read as follows: 3 ARTICLE 13-E 4 MUNICIPAL WEBSITES 5 Section 300. Municipal websites. 6 § 300. Municipal websites. 1. All municipal corporations shall main- 7 tain an official website accessible to the public. The official website 8 shall contain basic information on the municipality including but not 9 limited to hours of operations, elected officials and services provided. 10 The website should contain an easily understood privacy policy that 11 informs website visitors of any information that is being collected and 12 how it is being used. 13 2. Official municipal websites should be updated on a regular basis 14 and contain the following information: 15 a. all documents required by section thirty of this chapter; 16 b. notice of all municipal elections, public hearings and public meet- 17 ings including regular board or legislative meetings; 18 c. agenda and minutes of municipal meetings as required by article 19 seven of the public officers law; and 20 d. updated version of the municipality's code or laws. 21 § 2. Subdivision 7 of section 30 of the general municipal law, as 22 added by section 10 of part O of chapter 56 of the laws of 2008, is 23 amended to read as follows: 24 7. LBD05560-01-1S. 1815 2 1 its official municipal website documentation pertaining to its most 2 recent annual financial reports, current year budget, most recent inde- 3 pendent audit report and most recent fiscal performance plan or multi- 4 year financial plan required pursuant to paragraph g of subdivision ten 5 of section fifty-four of the state finance law, unless such information 6 is covered by subdivision two of section eighty-seven of the public 7 officers law. 8 § 3. This act shall take effect on the one hundred twentieth day after 9 it shall have become a law.
