        HONORING Chief Richard F. Conway upon the occasion
        of  his  retirement  after  more  than  30  years of
        distinguished service to  the  Port  Chester  Police
        Department

  WHEREAS,  It  is the sense of this Legislative Body to recognize and
honor  those  distinguished  officers  and  citizens  who  would  devote
themselves  to public service, demonstrating great courage and diligence
in providing  for  the  care  and  welfare  of  the  citizens  of  their
communities and this great Empire State; and

  WHEREAS,  Within  every community of the State of New York there are
certain individuals who, by virtue of their commitment  and  dedication,
command  the  respect  and  admiration  of  their  community  for  their
exemplary contributions and service on behalf of others; and

  WHEREAS, This Legislative  Body  is  justly  proud  to  honor  Chief
Richard  F.   Conway upon the occasion of his retirement after more than
30 years of distinguished service to the Port Chester Police Department;
and

  WHEREAS, A Rye, New York native, Richard F.  Conway  graduated  from
Rye High School in 1976; he went on to attend Manhattan College where he
played  football  and earned a degree in Criminal Justice and History in
1984; and

  WHEREAS, Upon completion of his studies, Richard F. Conway taught at
a Catholic school in the South  Bronx  and  was  a  wrestling  coach  at
Manhattan College; and

  WHEREAS,  While  originally  aspiring  to  be  a teacher, Richard F.
Conway had a change of heart and  began  his  illustrious  career  as  a
police  officer with the Port Chester Police Department in 1986, working
undercover with the Westchester County Narcotics Squad; and

  WHEREAS, A man  of  singular  distinction,  Richard  F.  Conway  has
continuously     demonstrated    extreme    competence,    extraordinary
intelligence, and diligent leadership in his unwavering service to  both
his country and his community; and

  WHEREAS, Richard F. Conway proudly served his country as a member of
the  United  States  Navy from 1993 to 2001; his courage, commitment and
quiet leadership are common themes in his life; and

  WHEREAS, In 1995, Richard F. Conway climbed the ranks  to  become  a
Sergeant,  and in 1999, a Lieutenant; during this time, this outstanding
man  earned  a  Master's  degree  in  Public  Administration  from  Pace
University,  and  later  went on to become an adjunct professor at Mercy
College; and

  WHEREAS, Chief Richard F. Conway was appointed Chief  of  Police  on
July  1,  2015;  in  this  capacity,  he  launched  the  Youth  & Police
Initiative, Coffee with a Cop, and supported the paid Summer  Internship

Program  for  Port  Chester youth to increase engagement and camaraderie
between the Port Chester Police Department and the community; and

  WHEREAS,  In  his  spare time, Chief Richard F. Conway loves fishing
and upstate cross-country ski trips with friends; and

  WHEREAS, It is the  custom  of  this  Legislative  Body  that  those
dedicated  public  servants  who  unselfishly  devote their lives to the
preservation of order and the protection of others are  worthy  and  due
full praise for their commitment and noble endeavors; now, therefore, be
it

  RESOLVED,  That  this Legislative Body pause in its deliberations to
honor Chief Richard F. Conway upon the occasion of his retirement  after
more  than  30 years of distinguished service to the Port Chester Police
Department; and be it further

  RESOLVED, That a copy of this  Resolution,  suitably  engrossed,  be
transmitted to Chief Richard F. Conway.
