       AN ACT to amend the legislative law, in relation to  prohibiting  voting
         on legislation during certain times
         THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section 1. This act shall be known and may be cited  as  the  "vampire
    2  voting act of 2014".
    3    S 2. The legislative law is amended by adding a new section 49 to read
    4  as follows:
    5    S  49.  VOTING  PROHIBITED  DURING CERTAIN HOURS. NEITHER HOUSE OF THE
    6  LEGISLATURE SHALL CONDUCT A VOTE ON ANY  MATTER,  EXCEPT  FOR  VOTES  ON
    7  PROCEDURAL  MATTERS, BETWEEN THE HOURS OF NINE O'CLOCK POST MERIDIAN AND
    8  NINE O'CLOCK ANTEMERIDIAN.
    9    S 3. This act shall take effect immediately.
