AN ACT authorizing the commissioner of general services to convey real
property at the St. Lawrence psychiatric center to the city of Ogdens-
burg
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
1 Section 1. The commissioner of the office of general services is
2 authorized and empowered to transfer and convey certain state property,
3 as further described in section two of this act, to the city of Ogdens-
4 burg for fair market value, upon such terms and conditions as such
5 commissioner may fix and determine. Due to the proximity of the land and
6 improvements to be transferred and conveyed to existing mental health
7 and correctional facilities, said terms and conditions of any transfer
8 and conveyance, including the proposed use of said land and improvements
9 and the retention, or replacement in kind, of existing staff housing
10 serving the St. Lawrence Psychiatric Center and located on the lands to
11 be conveyed, shall be subject to the approval of the commissioner of the
12 state office of mental health, the commissioner of the department of
13 corrections and community supervision, and the director of the division
14 of budget.
15 S 2. The lands authorized by this act to be conveyed consists of one
16 parcel of land at the St. Lawrence Psychiatric Center, in the city of
17 Ogdensburg, St. Lawrence county, and is generally described as follows:
18 Parcel B: 50 acres for residential development bounded by the Saint
19 Lawrence River to the northwest, on the south by River Drive, northeast

1 of Bridgeview to include all of the surplus land abutting the Saint
2 Lawrence River between Bridgeview and Trinity buildings not to include
3 building numbers 65, 66, or 67.
4 S 3. The description in section two of this act of the lands to be
5 conveyed is not intended to be a legal description, but is intended only
6 to identify the premises to be conveyed. As a condition of purchase the
7 city of Ogdensburg shall submit to the commissioner of the office of
8 general services for said commissioner's approval an accurate survey and
9 description of the lands generally described in section two of this act,
10 which may be used in the conveyance thereof.
11 S 4. The commissioner of the office of general services shall not
12 grant the land description in section two of this act unless application
13 and improvements is made therefor by the city of Ogdensburg within one
14 year after the effective date of this act.
15 S 5. This act shall take effect immediately.
