        AN ACT to amend the public authorities law, in relation to membership on
          the New York city transit authority advisory council

          The  People of the State of New York, represented in Senate and Assem-
        bly, do enact as follows:

     1    Section 1. Subdivision 2 of section 1204-e of the  public  authorities
     2  law,  as  amended by chapter 125 of the laws of 2022, is amended to read
     3  as follows:
     4    2. Such council shall consist of [sixteen] seventeen members who shall
     5  be commuters who regularly  use  the  transportation  services  of  such
     6  authorities. Six of such members shall be appointed by the governor upon
     7  the  recommendation  of the mayor of the city of New York; five upon the
     8  recommendation of the president of the city council of the city  of  New
     9  York;  [and] five other members appointed upon the recommendation one by
    10  each of the borough presidents of the boroughs of the city of New  York;
    11  and one upon the recommendation of "LiveOn NY".  Provided, however, that
    12  one  member  recommended  by  the  mayor of New York shall have a demon-
    13  strated expertise or  interest  in  the  promotion  and  development  of
    14  improved  bicycle  and  pedestrian access at bridges, stations and other
    15  facilities operated by the  metropolitan  transportation  authority,  as
    16  created  by section twelve hundred sixty-three of this article, and such
    17  authority's affiliates and subsidiaries. The chairman shall be a  member
    18  selected  by  the membership of the committee. Each of the members shall
    19  serve for a term of two years, provided,  however,  that  of  the  first
    20  appointments, two appointed upon the recommendation of the mayor and two
    21  appointed  upon  the recommendation of the president of the city council
    22  shall serve for a term of one year. Vacancies occurring  other  than  by
    23  expiration  of  term  shall be filled in the same manner as the original
    24  appointments for the balance of the unexpired term.
    25    § 2. This act shall take effect on the sixtieth  day  after  it  shall
    26  have become a law.
