        AN ACT to amend the transportation law, in  relation  to  directing  the
          commissioner  of transportation to complete a master plan for Republic
          airport
          The People of the State of New York, represented in Senate and  Assem-
        bly, do enact as follows:
     1    Section  1.  The transportation law is amended by adding a new section
     2  402-a to read as follows:
     3    § 402-a. Republic airport master plan. The commissioner shall  prepare
     4  or  cause  to be prepared a master plan for Republic airport.  Such plan
     5  shall set forth parameters relating to the development and expansion  of
     6  airport  facilities. No new construction, expansion or renovations shall
     7  be commenced prior to the approval and  adoption  of  the  master  plan;
     8  provided, however, the construction or renovations which are required by
     9  the federal aviation administration to fulfill safety requirements shall
    10  be permitted.
    11    § 2. This act shall take effect immediately.
