STATE OF NEW YORK ________________________________________________________________________ 3067 2019-2020 Regular Sessions IN ASSEMBLY January 28, 2019 ___________ Introduced by M. of A. SOLAGES -- read once and referred to the Commit- tee on Local Governments AN ACT relating to establishing the Nassau county and Queens county border task force, and providing for its powers and duties The People of the State of New York, represented in Senate and Assem- bly, do enact as follows: 1 Section 1. A task force, to be known as the Nassau county and Queens 2 county border task force, is hereby created to examine, investigate, and 3 review such issues as are related to jurisdiction and boundary disputes 4 of such counties. 5 § 2. The task force shall have the power to: 6 (a) conduct public hearings in furtherance of the performance of its 7 duties under this act; 8 (b) issue subpoenas for and to compel attendance of witnesses and the 9 production of books, records, documents, and other relevant evidence; 10 and 11 (c) to recommend legislation consistent with the purposes of this 12 section. 13 § 3. The task force shall consist of seven members appointed by the 14 governor as follows: 15 (a) one member appointed on the recommendation of the temporary presi- 16 dent of the senate; 17 (b) one member appointed on the recommendation of the speaker of the 18 assembly; 19 (c) one member appointed on the recommendation of the minority leader 20 of the senate; 21 (d) one member appointed on the recommendation of the minority leader 22 of the assembly; 23 (e) one member appointed on the recommendation of the county executive 24 of the county of Nassau; EXPLANATION--Matter in italics (underscored) is new; matter in brackets [] is old law to be omitted. LBD04221-01-9A. 3067 2 1 (f) one member appointed on the recommendation of the borough presi- 2 dent of the county of Queens; and 3 (g) one member appointed on the recommendation of the superintendent 4 of the state police. 5 § 4. There shall be two chairpersons selected from among the members 6 of the Nassau county and Queens county border task force. One chair- 7 person shall be selected by the county executive of the county of 8 Nassau, and one chairperson shall be selected by the borough president 9 of the county of Queens. Such chairpersons shall schedule the first 10 meeting of the task force, which shall be held no later than sixty days 11 after the effective date of this act. 12 § 5. The members of the Nassau county and Queens county border task 13 force shall serve without compensation, except that members shall be 14 allowed their necessary and actual expenses incurred in the performance 15 of their duties under this act. 16 § 6. The state police shall provide the Nassau county and Queens coun- 17 ty border task force with such facilities, assistance, and data as will 18 enable such task force to carry out its powers and duties. Addi- 19 tionally, all other departments or agencies of the state or subdivisions 20 thereof shall, at the request of the chairpersons, provide such task 21 force with such facilities, assistance, and data as will enable such 22 task force to carry out its powers and duties. 23 § 7. The Nassau county and Queens county border task force shall issue 24 a report of its findings and recommendations to the governor, the tempo- 25 rary president of the senate and the speaker of the assembly no later 26 than January 1, 2021. 27 § 8. This act shall take effect immediately.
