Bill Title: Requires the MTA to hold hearings in each county affected by proposed fair increases, major reductions of transportation and/or major service changes; does not apply to standard seasonal or holiday adjustments, temporary changes due to routine maintenance and/or temporary changes in response to emergency situations; requires the authority to hold a hearing in each county of a service area that is affected by the proposed change(s) in fares or services, provided that such hearings be limited to one hearing per calendar day.

       AN ACT to amend the public authorities law, in relation to requiring the
         metropolitan  transportation authority to hold hearings in each county
         that is allocated a voting member of the  metropolitan  transportation
         authority  on separate days before any proposed changes in services or
         fares are implemented
         THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
       BLY, DO ENACT AS FOLLOWS:
    1    Section  1.  Section  1263 of the public authorities law is amended by
    2  adding a new subdivision 10 to read as follows:
    3    10. THE AUTHORITY SHALL HOLD A PUBLIC HEARING IN EACH COUNTY  THAT  IS
    4  ALLOCATED  A  VOTING MEMBER OF THE METROPOLITAN TRANSPORTATION AUTHORITY
    5  UNDER THIS SECTION, AND THAT IS AFFECTED  BY  THE  PROPOSED  CHANGES  IN
    6  SERVICES AND FARES, BEFORE ANY PROPOSED CHANGES IN SERVICES OR FARES CAN
    7  TAKE  EFFECT;  PROVIDED,  HOWEVER,  THAT  SUCH  PUBLIC HEARINGS SHALL BE
    8  LIMITED TO ONE HEARING PER CALENDAR DAY.
    9    S 2. This act shall take effect immediately.
