Summary
To make modifications to the external appeals process in order to make it more responsive to health care consumers.
Title
Provides for notification of an external appeal to an enrollee's designee and the enrollee's health care provider; provides further for notification to such persons once an appeal determination is made; further repeals provisions of the public health and insurance laws allowing a health care plan to charge an insured a fee for an appeal.
