SYNOPSIS

     Requires institutions of higher education to post on their websites information concerning open enrollment period in qualified health plans.

An Act concerning information provided to students at institutions of higher education and supplementing chapter 62 of Title 18A of the New Jersey Statutes.

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    A public or private institution of higher education shall provide for public inspection on its website information concerning the open enrollment period for students to enroll in a qualified health plan through a health insurance exchange pursuant to the federal "Patient Protection and Affordable Care Act," Pub.L.111-148, as amended by the federal "Health Care and Education Reconciliation Act of 2010," Pub.L.111-152. The information shall include, but not be limited to: the start date and end date of the open enrollment period; the qualified health plans that are available; the health care benefits provided under each plan; the cost to enroll in each plan, including monthly premium costs; and information on whether a student may be eligible for the Medicaid program established pursuant to P.L.1968, c.413 (C.30:4D-1 et seq.) or the NJ FamilyCare Program established pursuant to section 3 of P.L.2005, c.156 (C.30:4J-10).

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill requires public and private institutions of higher education to provide for public inspection on their websites information concerning the open enrollment period for students to enroll in a qualified health plan through a health insurance exchange under the federal "Patient Protection and Affordable Care Act." Under the bill, the information is required to include: the start date and end date of the open enrollment period; the qualified health plans that are available; the health care benefits provided under each plan; the cost to enroll in each plan, including monthly premium costs; and information on whether a student may be eligible for Medicaid or the NJ FamilyCare Program.

     Under the federal "Patient Protection and Affordable Care Act," as amended by the federal "Health Care and Education Reconciliation Act of 2010," the initial open enrollment period begins October 1, 2013 and ends on March 31, 2014.
