An Act concerning Prison Rape Elimination Act committees in State correctional facilities and supplementing Title 30 of the Revised Statutes.
Be It Enacted by the Senate and General Assembly of the State of New Jersey:
1. Every State correctional facility shall establish a Prison Rape Elimination Act (PREA) Committee to review complaints of sexual abuse. The committee shall meet monthly. Minutes of each meeting shall be recorded. Meeting minutes shall be approved by the committee members within one week of the meeting and published on the official website of the Department of Corrections.
2. This act shall take effect immediately.
STATEMENT
This bill requires every State correctional facility to establish a Prison Rape Elimination Act (PREA) Committee. The purpose of the committee is to review complaints of sexual abuse in the facility.
The PREA committee is required by the bill to hold monthly meetings during which minutes are to be recorded. The committee members have one week from the date of the meeting to approve the minutes and arrange for the minutes to be posted on the official website of the Department of Corrections.
The federal Prison Rape Elimination Act (PREA) was passed in 2003 for the purpose of determining the incidence and effects of prison rape in Federal, state, and local correctional facilities. The act also provides for information, resources, recommendations, and funding to be dedicated to protecting inmates from prison rape.
