     Appropriates $4 million for Sayreville flood control.

A Supplement to "An Act making appropriations for the support of the State Government and the several public purposes for the fiscal year ending June 30, 2011 and regulating the disbursement thereof,"  approved        , 2010 (P.L.2010, c.  ).

 

     Be It Enacted by the Senate and the General Assembly of the State of New Jersey:

 

     1.  In addition to the amounts appropriated under P.L.2010, c.  , there is appropriated out of the General Fund the following sum for the purpose specified:

     2.  This act shall take effect immediately.

 

 

STATEMENT

 

     This bill provides a $4 million capital appropriation to the Department of Environmental Protection to initiate and support flood control and prevention projects to mitigate the periodic flooding of the South River in Sayreville, Middlesex County. 

     The South River often floods after storm events.  Heavy flooding has occurred, particularly in Sayreville since the early 1990s, and most recently in March 2010.  This flooding has caused considerable property damage in the community and constant consternation for those living and working in the river's flood hazard area.  Efforts by the State's Congressional delegation and others to obtain federal funding to address this very serious problem have been frustrated in large measure by the long funding horizon of five to 10 years often needed for the U.S. Army Corps of Engineers to commence and complete a federal flood control project such as that required for the South River.  Given the continuing threat of serious flooding of the South River, the funding provided herein would facilitate and expedite the process needed to address these problems.
