     Requires new or replacement historical and roadside markers to have website; requires Division of Travel and Tourism to create and maintain quick reference code to be displayed on markers.

An Act concerning historical and roadside markers, and supplementing P.L.1977, c.225 (C.34:1A-45 et seq.).

 

     Be It Enacted by the Senate and General Assembly of the State of New Jersey:

 

     1.    a.   In addition to the powers and duties of the division as provided in section 9 of P.L.1977, c.225 (C.34:1A-53), the Division of Travel and Tourism in the Department of State shall create and maintain, or contract for the creation or maintenance of, a quick reference code for heritage tourism locations in the State and for specific sites of artistic, cultural, or historical importance.  The quick reference code shall provide, directly to a user's mobile electronic communication device, information about the significance of the location or site.

     b.    After the date of enactment of this act, any newly manufactured or replacement roadside marker erected pursuant to P.L.2009, c.264 (N.J.S.18A:73-25.5 et seq.), sign erected pursuant to P.L.2009, c.245 (C.27:5K-1 et seq.), or marker erected and maintained pursuant to R.S.28:1-7 shall display the address of an Internet website that will provide access to more information concerning the site, roadway, or the commemoration of the events, places and persons of importance in the history of the State that are related to that location.  Any such newly manufactured or replacement roadside marker, sign, or other marker may also include a quick reference code, created and maintained by the division pursuant to subsection a. of this section, for use by visitors at the location or site.

     c.     As used in this section:

     "Mobile electronic communication device" means any mobile device capable of communication or other transmission of information, and includes, but is not limited to, a cellular telephone, wireless tablet or other device with Internet capability, or other wireless communication device.

     "Quick reference code" means a two-dimensional matrix bar code, which, upon being photographed or scanned by a mobile electronic communication device, may be used by a person to retrieve information from the Internet.

 

     2.    This act shall take effect immediately.

 

 

STATEMENT

 

     This bill would require the Division of Travel and Tourism in the Department of State to create and maintain, or contract for the creation or maintenance of, a quick reference code (commonly known as a "QR" code) for mobile electronic communication devices, such as cellular telephones and tablets, for heritage tourism locations in the State and for specific sites of artistic, cultural, or historical importance.  The QR code would provide information about the significance of the location or site.

     Whenever a newly manufactured or replacement roadside marker, sign, or other marker is erected in the State, after the date of enactment of this bill into law, the new or replacement roadside marker, sign, or other marker to be erected would be required to display a website address, which will provide access to more information concerning the site, roadway, or the commemoration of the events, places and persons of importance in the history of the State that are related to that location.  The roadside marker, sign, or other marker may include a QR code, as created and maintained by the division.
