SENATE BILL 457-FN

 

AN ACT relative to reporting of receipts and expenditures by political committees other than political committees of candidates.

ANALYSIS

 

This bill requires that political committees, other than political committees of candidates, upload reports of receipts and expenditures to the secretary of state's website when they exceed $1,000 for the reporting period.

 

This bill was requested by the committee to study public access to political campaign information established in 2015, 151.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Sixteen

 

AN ACT relative to reporting of receipts and expenditures by political committees other than political committees of candidates.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Paragraph; Reporting by Political Committees.  Amend RSA 664:6 by inserting after paragraph II-a the following new paragraph:

II-b.  If the receipts or expenditures of a political committee, other than a political committee of a candidate, exceed $1,000 since the end of the period covered by the committee's most recent itemized statement, the committee shall, within 48 hours, upload to the secretary of state's website an itemized statement of the receipts and expenditures in a form consistent with the requirements of paragraph I.  The report shall be publicly available on the website on or before the date that the next itemized statement of receipts and expenditures is due or 7 days after the report is uploaded, whichever occurs first.  If, before the due date for an itemized statement, the committee has uploaded reports that cover all receipts and expenditures for the period covered by the statement, the uploaded reports shall be deemed an itemized statement for purposes of this section.

2  Effective Date.  This act shall take effect 60 days after its passage.

SB 457-FN- FISCAL NOTE

 

AN ACT relative to reporting of receipts and expenditures by political committees other than political committees of candidates.

 

 

FISCAL IMPACT:

The Department of State states this bill, as introduced, may increase state expenditures by an indeterminable amount in FY 2017.  There will be no fiscal impact to state, county, and local revenue or county and local expenditures.

 

METHODOLOGY:

The Department of State states this bill requires receipt and expenditure reports by non-candidate political committees be filed on-line within forty-eight hours after a political committee exceeds $1,000 in receipts and expenditures.  The Department states the campaign finance system software would need a one-time programming update to accommodate the change.  The Department is unable to estimate how much this change would cost.
