SENATE BILL 228-FN

 

AN ACT relative to the Hilton Park boat ramp.

This bill directs the department of fish and game and the department of transportation to construct a boat ramp at Hilton Park in Dover.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Three

 

AN ACT relative to the Hilton Park boat ramp.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Section; Hilton Park Boat Ramp, Dock Repair, and Construction.  Amend RSA 233-A by inserting after section 233-A:15 the following new section:

233-A:16  Hilton Park Boat Ramp, Dock Repair, and Construction.

I.  The department of transportation and the department of fish and game shall make necessary repairs to the Hilton Park boat ramp for use during the period of planning for construction of a new facility.

II.  The department of transportation and the department of fish and game shall develop a plan and seek available funds or grants to fund the sale of necessary property from the department of transportation to the department of fish and game to construct a boat ramp and dock suitable for use by the public, in accordance with federal rules and regulation, and with federal and state environmental regulation, at Hilton Park in Dover.  The plan shall include as feasible access under requirements of the American with Disabilities Act.  The department of fish and game shall develop a memorandum of understanding concerning parking and other management issues for the facility.  The plan shall be completed by January 1, 2024, and construction completed by January 1, 2025, pending available funding.

2  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

The Department of Transportation (DOT) states this bill would require it and the Fish and Game Department (F&G) to make necessary repairs to the Hilton Park boat ramp and states while the DOT Turnpikes Division owns the Hilton Park property, per the current memorandum of understanding (MOU), F&G is responsible for maintaining the boat ramp.  Therefore, DOT assumes any cost for boat ramp repairs or improvements would be by F&G. Costs to make the required repairs, as well as source of funding, are not known at this time as F&G states it does not have complete information available to make an estimate. Furthermore, F&G states construction completion by the bill’s deadline of January 1, 2025, is not feasible.

 

It is assumed any fiscal impact would occur after FY 2023.
