A BILL TO BE ENTITLED

AN ACT appropriating funds to renu life extended, inc., for capital expenditures to expand its residential traumatic brain injury services program.

Whereas, ReNu Life Extended, Inc., is a nonprofit organization that was incorporated in 2001 and founded by the parent of a brain injury survivor who had a passion to help others in this underserved population; and

Whereas, ReNu Life Extended, Inc., operates a community housing program structured around meeting the goals of the residents, helping them become more independent while maintaining for all residents a healthy and safe environment; and

Whereas ReNu Life Extended, Inc., is the largest State-supported residential provider of traumatic brain injury services in North Carolina and its sole focus is to provide a cost-effective and outcome-driven program while serving our State’s most indigent population, and this program accepts and serves individuals from all over the State of North Carolina; and

Whereas, its current residential facility, having been built in 1950, is facing closure or replacement because of anticipated future infrastructure failings and unmet needs, and this anticipated closure would place its residents at risk for institutional placement or homelessness; and

Whereas, additional capital funds would allow ReNu Life Extended, Inc., to replace its residential facility in order to continue to serve the needs of current and future residents requiring brain injury services; Now, therefore,

The General Assembly of North Carolina enacts:

SECTION 1.  There is appropriated from the General Fund to ReNu Life Extended, Inc., the sum of two million one hundred thousand dollars ($2,100,000) for the 2017‑2018 fiscal year. These funds shall be used by ReNu Life Extended, Inc., exclusively for capital expenditures associated with expansion of its residential traumatic brain injury services program in order to reduce the waiting list of individuals in North Carolina seeking residential traumatic brain injury services.

SECTION 2.  This act becomes effective July 1, 2017.
