A BILL TO BE ENTITLED

AN ACT to provide for the consolidation of payments made by multiple public and private agencies to early child care and education providers as recommended by the task force on the consolidation of early childhood education and child care.

The General Assembly of North Carolina enacts:

SECTION 1.  In an effort to implement a more efficient system regarding payments made by multiple public and private agencies to early care and education providers, the Department of Health and Human Services shall require all agencies involved with funding early child care and education and receiving State funds to participate in the consolidated payment function system. The Department of Public Instruction shall require all agencies purchasing More At Four program slots within licensed child care or Head Start settings to participate in the consolidated payment function system. An agency using the consolidated payment function system shall document savings related to the implementation of the consolidated payment function.

SECTION 2.  This act becomes effective July 1, 2010.
