A CONCURRENT RESOLUTION EXTENDING THE RECOGNITION OF THE LEGISLATURE TO THE OUTSTANDING MILITARY SERVICE OF LT. COLONEL BERT E. SULLIVAN, JR., ON THE OCCASION OF HIS RETIREMENT FROM THE 172ND AIRLIFT WING AND THE 183RD AEROMEDICAL EVACUATION SQUADRON OF THE MISSISSIPPI AIR NATIONAL GUARD AND THANKING HIM FOR HIS SERVICE.

     WHEREAS, as a fitting tribute to an outstanding professional military career, Lt. Colonel Bert E. Sullivan, Jr., has received the Meritorious Service Medal from the Commander of the 172nd Airlift Wing of the Mississippi Air National Guard for his service from November 1983 to March 2017; and

     WHEREAS, Lieutenant Colonel Bert E. Sullivan, Jr., has distinguished himself in the performance of outstanding service to the United States while assigned to the 183rd Aeromedical Evacuation Squadron in Jackson, Mississippi.  During this period, Colonel Sullivan's superior leadership and ceaseless efforts resulted in major contributions to the total force aeromedical mission; and

     WHEREAS, he began his career as an enlisted Aeromedical Evacuation Technician and furthered his professional development by receiving a commission as a Flight Nurse.  A seasoned Flight Nurse Examiner, he amassed an impressive over 2,000+ flight hours and 689 sorties on multiple platforms to include the C-141, C-21, C-130, KC-135 and C-17.  His dedication and exceptional nursing skills have been essential in enabling the unit to perform their worldwide aeromedical mission in support of 11 major operations over 33 years of service; and

     WHEREAS, he acquired a wealth of experience from serving as Commander over aeromedical operations, Bagram Air Base, Afghanistan; Chief Nurse, Andrews Air Force Base, Maryland, Medical Crew; Director on numerous operational missions; and supported humanitarian efforts during Hurricane Katrina and Hurricane Rita.  Additionally, he has admirably served in key squadron leadership positions, including Director of Operations, Chief Nurse Executive, and Deputy Commander; and

     WHEREAS, the 172nd Airlift Wing "Wings of the Deep South" is a unit of the Mississippi Air National Guard and is stationed at Allen C. Thompson Field Air National Guard Base, Jackson, Mississippi.  If activated to federal service, the Wing is gained by the United States Air Force Air Mobility Command.  The 172nd Airlift Wing operates the Boeing C-17 Globemaster III, and has participated in an all-volunteer partial activation since 2005, flying weekly missions to return wounded patients of the military safely back to the United States.  Also, the 172nd Airlift Wing provides the State of Mississippi support in the event of national emergency, maintains peace and order, and supports civil defense and pre-attack planning; and

     WHEREAS, the singularly distinctive accomplishments of Colonel Sullivan culminated a long and distinguished career in the service of his country and reflect great credit upon himself, the Air National Guard, and the United States Air Force; and

     WHEREAS, his legacy is a strong and free America, and for this and for a lifetime of selfless service, a grateful state and nation thank him and his family:

     NOW, THEREFORE, BE IT RESOLVED BY THE SENATE OF THE STATE OF MISSISSIPPI, THE HOUSE OF REPRESENTATIVES CONCURRING THEREIN, That we do hereby extend the recognition of the Legislature to the outstanding military service of Lt. Colonel Bert E. Sullivan, Jr., on the occasion of his retirement from the 172nd Airlift Wing and the 183rd Aeromedical Evacuation Squadron of the Mississippi Air National Guard and thank him for his service.

     BE IT FURTHER RESOLVED, That this resolution be presented to Lt. Colonel Sullivan in appropriate ceremonies, be forwarded to the 172nd Airlift Wing Command and the Governor, and be made available to the Capitol Press Corps.
