An Act To Establish An Expedited Quiet Title And Foreclosure Procedure For Municipalities; To Provide That Such Procedures Shall Only Be Used By Municipalities With The Need To Rehabilitate Abandoned Or Blighted Heir Property For Purposes Of Receiving Or Expending Funds From A Community Development Block Grant; And For Related Purposes.
