Summary

An Act To Amend Section 37-17-6, Mississippi Code Of 1972, To Revise The State Educational Accountability Rating Model To Provide For The Incorporation Of The Number Of Completers Of High School Equivalency Diploma Options Programs Operated By A Local School District Or Operated By Two Or More Adjacent School Districts Into School District Accountability Rating System As Indicators Of Reducing The Dropout Rate And Increasing Graduation Rate; To Provide That The Accountability Rating System Shall Not Penalize Schools Or Districts With Students Having Ieps, And Who Also Have A Significant Cognitive Disability, Who Are Unable To Be Formally Assessed Under The Maap Or Maap-a Assessment Under The Statewide Testing Program; To Provide For The Assessment Of Only Students Enrolled In Special Education Who Are Determined As Eligible For Assessment; To Require The State Department Of Education To Exempt The Cohort Of Special Education Students If No Student So Enrolled Is Deemed Eligible For Assessment Under Maap Or Maap-a When Computing A School Or District's Allocation Of Points For Accountability Ratings; To Bring Forward Section 37-16-1, Mississippi Code Of 1972, For The Purpose Of Possible Amendment; To Amend Section 37-16-7, Mississippi Code Of 1972, To Revise The Graduation Requirements To Include The Various Diploma Options Available To Public School Students; To Amend Section 37-16-9, Mississippi Code Of 1972, To Require The State Board Of Education To Make Provisions For Appropriate Accommodations For Testing Instruments And Procedures For Students With Identified Handicaps Or Disabilities On Both Regular And Alternate Assessments; To Amend Section 37-16-11, Mississippi Code Of 1972, To Provide That Any Exceptional Student Who Receives A Special Diploma, Certificate Of Completion, Occupational Diploma Or Alternate Diploma Shall Be Considered By The Local School District As Completers For Purposes Of Determining The District's Graduation Rate; To Provide That Such Students Shall Not Be Considered Dropouts By The Local School District Or By The State Department Of Education; To Require The State Department Of Education To Take All Necessary Actions, Through Rules And Regulations Adopted By The State Board Of Education, To Define Such Students As Completers For Purposes Of Determining High School Graduation Rates; To Bring Forward Section 37-16-17, Mississippi Code Of 1972, For The Purpose Of Possible Amendments; To Amend Sections 37-13-80 And 37-35-3, Mississippi Code Of 1972, In Conformity To The Preceding Provisions; And For Related Purposes.
