AN ACT

To repeal section 9.010, RSMo, and to enact in lieu thereof two new sections relating to public holidays, with an emergency clause for a certain section.

Be it enacted by the General Assembly of the State of Missouri, as follows:

Section A. Section 9.010, RSMo, is repealed and two new sections enacted in lieu thereof, to be known as sections 9.010 and 9.156, to read as follows:

9.010. The first day of January, the third Monday of January, [the twelfth day of February,] the third Monday in February, [the eighth day of May,] the last Monday in May, the fourth day of July, the first Monday in September, the second Monday in October, the eleventh day of November, the fourth Thursday in November, and the twenty-fifth of December, are declared and established public holidays; and when any of such holidays falls upon Sunday, the Monday next following shall be considered the holiday. There shall be no holiday for state employees on the fourth Monday of October.

9.156. The governor shall annually issue a proclamation setting apart the first Friday in March of each year as "Dress in Blue for Colon Cancer Awareness Day", and recommending to the people of the state that the day be appropriately observed by wearing blue and through activities which will increase awareness of colon cancer.

Section B. Because immediate action is necessary to retain a balanced Missouri state budget during economic hardship, the repeal and reenactment of section 9.010 of section A of this act is deemed necessary for the immediate preservation of the public health, welfare, peace, and safety, and is hereby declared to be an emergency act within the meaning of the constitution, and the repeal and reenactment of section 9.010 of section A of this act shall be in full force and effect upon its passage and approval.
