1.2relating to education; providing for computer-based adaptive assessments.
1.3BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF MINNESOTA:
1.4 Section 1. TESTING BASED ON A GROWTH MODEL.
1.5For the purposes of the No Child Left Behind Act, Public Law 107-110, the
1.6multiple measures for school accountability under the No Child Left Behind waiver, and
1.7the statewide testing and reporting system under Minnesota Statutes, section 120B.30,
1.8the commissioner of education must select computer-based adaptive assessments that
1.9accurately measure student achievement and student growth across time. The selected
1.10assessments must be aligned with Minnesota standards, use a common scale score over
1.11multiple grades or ages, have been used by Minnesota school districts educating at least
1.12five percent of Minnesota kindergarten through grade 12 students, and be capable of
1.13being used for source data for a growth or value-added model of school evaluation. An
1.14assessment selected under this section administered at the high school level must be
1.15aligned with college entrance requirements. In addition to reporting requirements in
1.16Minnesota Statutes, section 120B.30, the commissioner must report assessment result data
1.17in a way that shows the growth trends over time for students in four groups:
1.18(1) performing above grade level;
1.19(2) performing at grade level;
1.20(3) approaching grade-level performance; and
1.21(4) performing significantly below grade level.
