RESOLUTION
A CONCURRENT RESOLUTION urging the Indiana Department
of Transportation to name the part of State Road 159 from Bicknell to
Freelandville in Knox County the Ernest P. Bicknell Highway.
Whereas, Ernest P. Bicknell served his country and his
state loyally and unselfishly for many years, dedicating his
life to helping those in need;
Whereas, Ernest P. Bicknell was appointed National
Director of the Red Cross in 1908, and his ideas and
proposals were instrumental in shaping the organization
between 1909 and 1917, and was appointed as Vice
Chairman for Insular and Foreign Operations, a position he
held at the time of his death in 1935;
Whereas, Ernest P. Bicknell worked to revitalize the
membership program and introduce new reforms;
Whereas, Before his selection as National Director, Ernest
P. Bicknell had been associated with the Red Cross during
the 1906 San Francisco earthquake, representing the city of
Chicago and the state of Illinois in supervising the
distribution of relief funds collected in the Chicago area;
Whereas, Ernest P. Bicknell also served as General
Superintendent of the Chicago Bureau of Charities;
Whereas, Both during and following World War I, Ernest P. Bicknell spent long periods of time in Europe studying the relief needs of countries and refugees, receiving many medals
and decorations, including the Order of the Crown of
Belgium, Order of the Legion of Honor of France, Order of
the Crown of Italy, and the Order of St. Anne of Russia;
Whereas, Ernest P. Bicknell remained with the American
Red Cross for a quarter century;
Whereas, Born near Bicknell, Indiana, in 1861, Ernest P.
Bicknell graduated from Indiana University and worked for
six years as a newspaper reporter; and
Whereas, In recognition of his years of dedicated service to
those in need, it is fitting and just that Ernest P. Bicknell
receive special recognition by the citizens of Indiana:
Therefore,
SECTION 1. That the Indiana General Assembly urges the Indiana Department of Transportation to rename the part of State Road 159 from Bicknell to Freelandville in Knox County the "Ernest P. Bicknell Highway" in memory of his many contributions to his state, his community, and his country.
SECTION 2. That copies of this resolution be transmitted by the Secretary of the Senate to the family of Ernest P. Bicknell and the commissioner of the Indiana Department of Transportation.
