Synopsis: Wind energy conversion systems. Provides that a unit of
local government that adopts an ordinance regulating wind energy
conversion systems (WECS) must include a requirement that a WECS
tower be constructed of Indiana steel. Provides that the ordinance may
exclude a WECS that generates electricity solely for private use.

A BILL FOR AN ACT to amend the Indiana Code concerning
utilities.
(b) As used in this section, "WECS tower" means the support structure to which the generator and rotor of a WECS are attached.
(c) As used in this section, "wind energy conversion system (WECS)" means all necessary devices, including generators and rotors, that:
(1) convert wind energy into electricity; and
(2) deliver the electricity to a utility's transmission lines.
(d) A unit that adopts an ordinance regulating WECS must
include in the ordinance a requirement that a WECS tower be
manufactured from Indiana steel. The ordinance:
(1) must set forth the criteria that the unit will use to
determine whether a WECS tower is manufactured from
Indiana steel; and
(2) may exclude from its application a WECS that generates
electricity solely for private use.
