Bill Title: Video service franchise fees. Provides that after December 31, 2020, a local unit (unit) may not assess, and the holder of a video service franchise covering all or part of the unit is not obligated to pay, a franchise fee in connection with the franchise, unless at least 90% of the amount of the franchise fee imposed and collected by the unit is dedicated to one or more of the following purposes: (1) Investments in, or incentives for investments in, infrastructure, facilities, and technologies used in the deployment or transmission of eligible broadband and advanced services (eligible services) by providers
