Summary
Bonding procedures. Removes a provision specifying that a negotiated sale is not authorized after June 30, 2021, for the following political subdivisions: (1) A consolidated city. (2) A second class city. (3) A school corporation located in a consolidated city or a second class city. Expands the list of political subdivisions that are eligible to sell bonds at a negotiated sale to include the following: (1) A third class city. (2) A public library or another special taxing district located in a consolidated city, second class city, or third class city. Provides that this expansion does not apply to refinancing bonds and some revenue bonds that are dedicated to a limited purpose.
