Summary

Parole. Provides the parole board with the authority to consider and determine rehabilitation based early discharge for an inmate committed to the department of correction, except for an inmate who receives a sentence of death or life without parole. Provides that the parole board may allow a parolee to travel out-of-state for work related matters. Provides that certain inmates discharged from parole shall be released to the committing court if the sentence included a period of probation. Provides that before making its recommendation regarding an application for commutation of sentence, pardon, reprieve, or remission of fine or forfeiture, the parole board shall consider whether before or during confinement the petitioner participated in or obtained a certificate or diploma through: (1) a high school or high school equivalency program; (2) a postsecondary education program; (3) an adult education program; (4) a job training program; (5) a career and technical education program; or (6) any other academic educational program that may reduce the inmate's likelihood to recidivate after discharge. Makes conforming changes.
