Department of natural resources. Requires motorboats operated on waters of concurrent jurisdiction with the United States or another state to be equipped with certain combination lights. Exempts employees of a federal wildlife management agency, acting in accordance with a permit and the written consent of the director of the department of natural resources (department), from the prohibition on shooting from or across public highways. Allows the department to adopt rules authorizing the use of rifles on public property. Allows the use of rifles on privately owned land for hunting under certain conditions.
