SENATE RESOLUTION
2 WHEREAS, Illinois has more units of local government than
3any state in the country, numbered at over 7,000; and
4 WHEREAS, The General Assembly finds that consolidation of
5units of local government will result in cost-saving for the
6taxpayers; and
7 WHEREAS, Lake County and the 31st Legislative District
8would benefit from a study assessing how specific units of
9local government may be consolidated or dissolved; therefore,
10be it
11 RESOLVED, BY THE SENATE OF THE ONE HUNDREDTH GENERAL
12ASSEMBLY OF THE STATE OF ILLINOIS, that the Working Group on
13Local Government Consolidation is created to identify ways to
14eliminate barriers to consolidation and resolve certain
15discrepancies in Illinois statutes governing local governments
16and special districts in Lake County and the 31st Legislative
17District; and be it further
18 RESOLVED, That the Working Group shall consist of the
19following members:
20 (1) one member of the Senate appointed by the President
21 of the Senate, who shall serve as chair;

1 (2) one member of the Senate appointed by the Senate
2 Minority Leader;
3 (3) one member selected from recommendations provided
4 by the Lake County Board appointed by the President of the
5 Senate;
6 (4) one member selected from recommendations provided
7 by the Lake County Forest Preserve District Board appointed
8 by the Senate Minority Leader;
9 (5) two members selected from recommendations provided
10 by an association representing local townships appointed
11 by the President of the Senate;
12 (6) one member selected from recommendations provided
13 by an association representing local townships appointed
14 by the Senate Minority Leader;
15 (7) one member selected from recommendations provided
16 by an association representing local fire protection
17 districts appointed by the President of the Senate;
18 (8) one member selected from recommendations provided
19 by an association representing local fire protection
20 districts appointed by the Senate Minority Leader;
21 (9) one member selected from recommendations provided
22 by an association representing local park districts
23 appointed by the President of the Senate;
24 (10) one member selected from recommendations provided
25 by an association representing local park districts
26 appointed by the Senate Minority Leader;

1 (11) one member selected by the College of Lake County
2 Board appointed by the Senate Minority Leader;
3 (12) one member from local elementary school districts
4 selected from recommendations provided by the
5 Superintendent of Schools appointed by the President of the
6 Senate;
7 (13) one member from local elementary school districts
8 selected from recommendations provided by the
9 Superintendent of Schools appointed by the Senate Minority
10 Leader;
11 (14) one member from local high school districts
12 selected from recommendations provided by the
13 Superintendent of Schools appointed by the President of the
14 Senate;
15 (15) one member from local high school districts
16 selected from recommendations provided by the
17 Superintendent of Schools appointed by the Senate Minority
18 Leader;
19 (16) two members selected from recommendations
20 provided by an association representing local
21 municipalities appointed by the President of the Senate;
22 and
23 (17) one member selected from recommendations provided
24 by an association representing local municipalities
25 appointed by the Senate Minority Leader; and be it further

1 RESOLVED, That the Working Group shall meet periodically
2but no less than once every three months; the group shall meet
3in accordance with the requirements of the Open Meetings Act;
4and be it further
5 RESOLVED, That the Working Group shall accept testimony and
6evidence from third parties, including comments from the public
7at large, in crafting their report to the General Assembly; and
8be it further
9 RESOLVED, That the Working Group shall submit their report
10to the General Assembly no later than December 31, 2018; the
11report shall include findings including, but not limited to,
12the following issues as they occur in Lake County:
13 (1) an assessment of the number of units of local
14 government and the costs associated with each unit,
15 including salaries, expenses, and operating costs;
16 (2) an assessment of the units of local government are
17 engaged in intergovernmental cooperation efforts and what,
18 if any, cost savings such partnerships have resulted in;
19 (3) recommendations for the elimination of barriers to
20 consolidation;
21 (4) recommendations for the streamlining or
22 consolidation of units of local government; and
23 (5) recommendations for intergovernmental cooperation
24 potential.
