SENATE RESOLUTION
2 WHEREAS, The members of the Illinois Senate are saddened
3to learn of the death of retired Lincoln Police Corporal,
4former Lincoln Chief of Police, and current Logan County
5Sheriff's Office Court Security Officer Robert J. "Bob"
6Rawlins of Lincoln, who died in the line of duty due to a
7medical emergency while providing security at the Logan County
8Courthouse on February 28, 2023; and
9 WHEREAS, Officer Rawlins was born to James R. Rawlins and
10Judy Wilmert in Lincoln on September 26, 1959; he graduated
11from Lincoln Community High School in 1977; he married Gail
12Eimer in Lincoln on April 27, 1979; and
13 WHEREAS, Officer Rawlins honorably served the citizens of
14Lincoln as a police officer of the Lincoln Police Department
15for over 30 years, beginning his career in March 1982 and
16retiring in March 2012; he held several assignments as a
17policeman, including dressing as McGruff The Crime Dog at
18Halloween events, becoming a D.A.R.E. officer, and serving as
19the department's first K9 officer from 1990 to 1998 and as team
20leader of the Emergency Response Team (ERT); he served as
21Chief of Police from August 2004 to April 2007; and
22 WHEREAS, During his career, Officer Rawlins was awarded

1for his bravery and heroism on several occasions, earning a
2number of department commendations and letters of gratitude
3from citizens and congressmen alike; he is the only officer of
4the Lincoln Police Department to be named Officer of the Year
5on three occasions, occurring in 2001, 2009, and 2011; and
6 WHEREAS, After retirement, Officer Rawlins continued to
7serve his community, working as a court security officer for
8the Logan County Sheriff's Office at the Logan County
9Courthouse for nearly nine years; and
10 WHEREAS, Officer Rawlins was a longtime member of Holy
11Family Catholic Church; he had a passion for raising emus and
12growing bonsai trees; he also enjoyed Harley Davidson
13motorcycles; he loved his family above all else, especially
14his grandchildren; and
15 WHEREAS, Officer Rawlins lived a life of service to his
16family, his community, and his country; he will be remembered
17as a shining example of a true police officer; and
18 WHEREAS, Officer Rawlins was preceded in death by his
19father, James R. Rawlins; and
20 WHEREAS, Officer Rawlins is survived by his wife, Gail
21Rawlins; his children, Sean (Brandi) Rawlins and Kirstin

1Rawlins; his grandchildren, Savannah Rawlins and Natalie
2Smith; his mother, Judy (Jack) Woodard; his sister, Julie
3(Dustin) Smith; his numerous extended family and friends; and
4his Lincoln Police Department and Logan County Sheriff's
5Office families; therefore, be it
6 RESOLVED, BY THE SENATE OF THE ONE HUNDRED THIRD GENERAL
7ASSEMBLY OF THE STATE OF ILLINOIS, that we mourn the passing of
8retired Lincoln Police Corporal, former Lincoln Chief of
9Police, and current Logan County Sheriff's Office Court
10Security Officer Robert J. "Bob" Rawlins and extend our
11sincere condolences to his family, friends, and all who knew
12and loved him; and be it further
13 RESOLVED, That a suitable copy of this resolution be
14presented to the family of Officer Rawlins as an expression of
15our deepest sympathy.
