Bill Title: Amends the Capital Development Board Act. Requires the Board, in consultation with the Department of Commerce and Economic Opportunity, to initiate a study of building energy performance measures for the purposes of identifying a simple and easily understood label for a building or facility that indicates its energy use. Provides for the Board to identify no less than 10 buildings to serve as case studies. Requires the Board to report its findings and recommendations to the General Assembly. Effective immediately.

1 AN ACT concerning State government.
2 Be it enacted by the People of the State of Illinois,
3 represented in the General Assembly:
4 Section 5. The Capital Development Board Act is amended by
5 adding Section 18 as follows:
6 (20 ILCS 3105/18 new)
7 Sec. 18. Study; building energy labels.
8 (a) On and after the effective date of this amendatory Act
9 of the 96th General Assembly, the Board, in consultation with
10 the Department of Commerce and Economic Opportunity, shall
11 initiate a study of building energy performance measures for
12 the purposes of identifying a simple and easily understood
13 label for a building or facility that indicates its energy use.
14 (b) The Board shall identify no less than 10 buildings to
15 serve as case studies for measuring, reporting, and comparing
16 the energy consumption using widely recognized and accepted
17 indicators such as British Thermal Units per square foot.
18 Consideration shall be given for a variety of representative
19 building types in different geographic regions of the State to
20 provide additional information and data. The Board shall use
21 existing reports and data from the Illinois Energy Efficiency
22 Committee created by Executive Order 2009-07, the Commercial
23 Buildings Energy Consumption Survey, the Residential Energy

1 Consumption Survey, and other available sources.
2 (c) The Board shall report its findings and recommendations
3 to the General Assembly by July 1, 2012.
4 Section 99. Effective date. This Act takes effect upon
5 becoming law.
