Bill Title: Amends the Illinois Vehicle Code. Provides that, in the case of an electric vehicle owner who is eligible for military series registration plates, instead of a distinctive electric vehicle registration plate, the Secretary of State may require an electric vehicle decal to be displayed on any military series registration plate otherwise available for motor vehicles of the same class as the electric vehicle.

1 | AN ACT concerning transportation.

2 | Be it enacted by the People of the State of Illinois,
| |||||||||||||||||||
3 | represented in the General Assembly:
| |||||||||||||||||||
4 | Section 5. The Illinois Vehicle Code is amended by changing | |||||||||||||||||||
5 | Section 3-805 as follows:

7 | Sec. 3-805. Electric vehicles. The Until January 1, 2020, | |||||||||||||||||||
8 | the owner of a motor vehicle of the first division or a motor | |||||||||||||||||||
9 | vehicle of the second division weighing 8,000 pounds or less | |||||||||||||||||||
10 | propelled by an
electric engine and not utilizing motor fuel , | |||||||||||||||||||
11 | may register such vehicle for
a fee not to exceed $35 for a | |||||||||||||||||||
12 | 2-year registration period.
The Secretary may, in his | |||||||||||||||||||
13 | discretion, prescribe that electric vehicle
registration | |||||||||||||||||||
14 | plates be issued for an indefinite term, such term to | |||||||||||||||||||
15 | correspond
to the term of registration plates issued generally, | |||||||||||||||||||
16 | as provided in Section
3-414.1. In no event may the | |||||||||||||||||||
17 | registration fee for electric vehicles exceed
$18 per | |||||||||||||||||||
18 | registration year. Beginning on January 1, 2020, the | |||||||||||||||||||
19 | registration fee for these vehicles shall be equal to the fee | |||||||||||||||||||
20 | set forth in Section 3-806 for motor vehicles of the first | |||||||||||||||||||
21 | division, other than Autocycles, Motorcycles, Motor Driven | |||||||||||||||||||
22 | Cycles, and Pedalcycles. In addition to the registration fees, | |||||||||||||||||||
23 | the Secretary shall assess an additional $100 per year in lieu |

1 | of the payment of motor fuel taxes. $1 of the additional fees | ||||||
2 | shall be deposited into the Secretary of State Special Services | ||||||
3 | Fund and the remainder of the additional fees shall be | ||||||
4 | deposited into the Road Fund. The Secretary, in the Secretary's | ||||||
5 | discretion, may prescribe that electric vehicle
registration | ||||||
6 | plates be issued for an indefinite term, such term to | ||||||
7 | correspond
to the term of registration plates issued generally, | ||||||
8 | as provided in Section
3-414.1. In the case of an electric | ||||||
9 | vehicle owner who is eligible for military series registration | ||||||
