Bill Title: Amends the Illinois Income Tax Act and the Retailers' Occupation Tax Act. Provides that the time limitation period on the Department of Revenue's right to file a notice of lien shall not run during the term of a repayment plan that taxpayer has entered into with the Department, as long as taxpayer remains in compliance with the terms of the repayment plan. Effective immediately.

1 | AN ACT concerning State government.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Secretary of State Act is amended by | ||||||
5 | changing Section 12 as follows:
| ||||||
6 | (15 ILCS 305/12) (from Ch. 124, par. 10.2)
| ||||||
7 | Sec. 12. Parking fees; leases. | ||||||
8 | (a) The Secretary of State shall impose a fee of $20 per | ||||||
9 | month payable
by all persons parking vehicles in the | ||||||
10 | underground parking facility located
south of the William G. | ||||||
11 | Stratton State Office Building in Springfield and the
parking | ||||||
12 | ramp located at 401 South College Street located west of the | ||||||
13 | William G.
Stratton State Office Building in Springfield. State

14 | officers and employees who make application for and are | ||||||
15 | allotted parking
places in such parking facilities shall
| ||||||
16 | authorize the Comptroller
to deduct the required fees from | ||||||
17 | their payroll checks under the State Salary
and Annuity
| ||||||
18 | Withholding Act and the amounts so withheld shall be deposited | ||||||
19 | as provided
in Section 8 of that Act. Persons who are not | ||||||
20 | subject to the State Salary
and Annuity Withholding Act and who | ||||||
21 | are allotted parking places under this
Section shall pay the | ||||||
22 | required fees directly to the Office of the Secretary
of State | ||||||
23 | and the amounts so collected shall be deposited as follows: 80%

1 | in the Capital Development Bond Retirement and Interest Fund in | ||||||
2 | the State
Treasury and 20% in the
State Parking Facility | ||||||
3 | Maintenance Fund in the State Treasury.
| ||||||
4 | (b) The Secretary of State may enter into agreements with | ||||||
5 | public or private entities or individuals to lease to those | ||||||
6 | entities or individuals parking spaces at State-owned | ||||||
7 | Secretary of State facilities. Such agreements may be executed | ||||||
8 | only upon a determination by the Secretary that leasing the | ||||||
9 | parking spaces will not adversely impact the delivery of | ||||||
10 | services to the public. The fee to be charged to the entity or | ||||||
11 | individual leasing the parking spaces shall be established by | ||||||
12 | rule. All funds collected by the Secretary pursuant to such | ||||||
13 | leases shall be deposited in the State Parking Facility | ||||||
14 | Maintenance Fund and shall be used for the maintenance and | ||||||
15 | repair of parking lots at State-owned Secretary of State | ||||||
16 | facilities. | ||||||

18 | Section 99. Effective date. This Act takes effect upon | ||||||
19 | becoming law.
