1 AN ACT concerning local government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Police Training Act is amended by
5changing Section 7 as follows:
6 (50 ILCS 705/7) (from Ch. 85, par. 507)
7 Sec. 7. Rules and standards for schools. The Board shall
8adopt rules and minimum standards for such schools which shall
9include but not be limited to the following:
10 a. The curriculum for probationary police officers which
11shall be offered by all certified schools shall include but not
12be limited to courses of procedural justice, arrest and use and
13control tactics, search and seizure, including temporary
14questioning, civil rights, human rights, human relations,
15cultural competency, including implicit bias and racial and
16ethnic sensitivity, criminal law, law of criminal procedure,
17constitutional and proper use of law enforcement authority,
18vehicle and traffic law including uniform and
19non-discriminatory enforcement of the Illinois Vehicle Code,
20traffic control and accident investigation, techniques of
21obtaining physical evidence, court testimonies, statements,
22reports, firearms training, training in the use of electronic
23control devices, including the psychological and physiological

1effects of the use of those devices on humans, first-aid
2(including cardiopulmonary resuscitation), training in the
3administration of opioid antagonists as defined in paragraph
4(1) of subsection (e) of Section 5-23 of the Alcoholism and
5Other Drug Abuse and Dependency Act, handling of juvenile
6offenders, recognition of mental conditions, including, but
7not limited to, the disease of addiction, which require
8immediate assistance and methods to safeguard and provide
9assistance to a person in need of mental treatment, recognition
10of abuse, neglect, financial exploitation, and self-neglect of
11adults with disabilities and older adults, as defined in
12Section 2 of the Adult Protective Services Act, crimes against
13the elderly, law of evidence, the hazards of high-speed police
14vehicle chases with an emphasis on alternatives to the
15high-speed chase, and physical training. The curriculum shall
16include specific training in techniques for immediate response
17to and investigation of cases of domestic violence and of
18sexual assault of adults and children, including cultural
19perceptions and common myths of rape as well as interview
20techniques that are trauma informed, victim centered, and
21victim sensitive. The curriculum shall include training in
22techniques designed to promote effective communication at the
23initial contact with crime victims and ways to comprehensively
24explain to victims and witnesses their rights under the Rights
25of Crime Victims and Witnesses Act and the Crime Victims
26Compensation Act. The curriculum shall include an 8 hour block

1of instruction on the basic investigations of crimes involving
2the internet and cell phone applications in dealing with online
3child exploitation, sexting, computer tampering, harassment
4through electronic communication, stalking, computer fraud,
5and wire fraud. The curriculum shall also include a block of
6instruction aimed at identifying and interacting with persons
7with autism and other developmental or physical disabilities,
8reducing barriers to reporting crimes against persons with
9autism, and addressing the unique challenges presented by cases
10involving victims or witnesses with autism and other
11developmental disabilities. The curriculum for permanent
12police officers shall include but not be limited to (1)
13refresher and in-service training in any of the courses listed
14above in this subparagraph, (2) advanced courses in any of the
15subjects listed above in this subparagraph, (3) training for
16supervisory personnel, and (4) specialized training in
17subjects and fields to be selected by the board. The training
18in the use of electronic control devices shall be conducted for
19probationary police officers, including University police
20officers.
21 b. Minimum courses of study, attendance requirements and
22equipment requirements.
23 c. Minimum requirements for instructors.
24 d. Minimum basic training requirements, which a
25probationary police officer must satisfactorily complete
26before being eligible for permanent employment as a local law

1enforcement officer for a participating local governmental
2agency. Those requirements shall include training in first aid
3(including cardiopulmonary resuscitation).
4 e. Minimum basic training requirements, which a
5probationary county corrections officer must satisfactorily
6complete before being eligible for permanent employment as a
7county corrections officer for a participating local
8governmental agency.
9 f. Minimum basic training requirements which a
10probationary court security officer must satisfactorily
11complete before being eligible for permanent employment as a
12court security officer for a participating local governmental
13agency. The Board shall establish those training requirements
14which it considers appropriate for court security officers and
15shall certify schools to conduct that training.
16 A person hired to serve as a court security officer must
17obtain from the Board a certificate (i) attesting to his or her
18successful completion of the training course; (ii) attesting to
19his or her satisfactory completion of a training program of
20similar content and number of hours that has been found
21acceptable by the Board under the provisions of this Act; or
22(iii) attesting to the Board's determination that the training
23course is unnecessary because of the person's extensive prior
24law enforcement experience.
25 Individuals who currently serve as court security officers
26shall be deemed qualified to continue to serve in that capacity

1so long as they are certified as provided by this Act within 24
2months of June 1, 1997 (the effective date of Public Act
389-685) this amendatory Act of 1996. Failure to be so
4certified, absent a waiver from the Board, shall cause the
5officer to forfeit his or her position.
6 All individuals hired as court security officers on or
7after the effective date of this amendatory Act of 1996 shall
8be certified within 12 months of the date of their hire, unless
9a waiver has been obtained by the Board, or they shall forfeit
10their positions.
11 The Sheriff's Merit Commission, if one exists, or the
12Sheriff's Office if there is no Sheriff's Merit Commission,
13shall maintain a list of all individuals who have filed
14applications to become court security officers and who meet the
15eligibility requirements established under this Act. Either
16the Sheriff's Merit Commission, or the Sheriff's Office if no
17Sheriff's Merit Commission exists, shall establish a schedule
18of reasonable intervals for verification of the applicants'
19qualifications under this Act and as established by the Board.
20 g. Minimum in-service training requirements, which a
21police officer must satisfactorily complete every 3 years.
22Those requirements shall include constitutional and proper use
23of law enforcement authority, procedural justice, civil
24rights, human rights, and cultural competency.
25 h. Minimum in-service training requirements, which a
26police officer must satisfactorily complete at least annually.

1Those requirements shall include law updates and use of force
2training which shall include scenario based training, or
3similar training approved by the Board.

7 Section 99. Effective date. This Act takes effect upon
8becoming law.
