Bill Title: Amends the Illinois Enterprise Zone Act, the Retailers' Occupation Tax Act, and the Public Utilities Act. Provides that the corporate authorities of a county or municipality may extend an Enterprise Zone for an additional 20-year period. Effective immediately.

1 | AN ACT concerning State government.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The State Finance Act is amended by changing | ||||||
5 | Sections 6z-51 and 6z-81 as follows:
| ||||||
6 | (30 ILCS 105/6z-51)
| ||||||
7 | Sec. 6z-51. Budget Stabilization Fund.
| ||||||
8 | (a) The Budget Stabilization Fund, a special fund in the | ||||||
9 | State Treasury,
shall consist of moneys appropriated or | ||||||
10 | transferred to that Fund, as provided
in Section 6z-43 and as | ||||||
11 | otherwise provided by law.
All earnings on Budget Stabilization | ||||||
12 | Fund investments shall be deposited into
that Fund.

13 | (b) The State Comptroller may direct the State Treasurer to | ||||||
14 | transfer moneys
from the Budget Stabilization Fund to the | ||||||
15 | General Revenue Fund in order to meet
cash flow deficits | ||||||
16 | resulting from timing variations between disbursements
and the | ||||||
17 | receipt
of funds within a fiscal year. Any moneys so borrowed | ||||||
18 | in any fiscal year other than Fiscal Year 2011 shall be repaid | ||||||
19 | by June
30 of the fiscal year in which they were borrowed.
Any | ||||||
20 | moneys so borrowed in Fiscal Year 2011 shall be repaid no later | ||||||
21 | than July 15, 2011.

1 | (30 ILCS 105/6z-81) | ||||||
2 | Sec. 6z-81. Healthcare Provider Relief Fund. | ||||||
3 | (a) There is created in the State treasury a special fund | ||||||
4 | to be known as the Healthcare Provider Relief Fund. | ||||||
5 | (b) The Fund is created for the purpose of receiving and | ||||||
6 | disbursing moneys in accordance with this Section. | ||||||
7 | Disbursements from the Fund shall be made only as follows: | ||||||
8 | (1) Subject to appropriation, for payment by the | ||||||
9 | Department of Healthcare and
Family Services or by the | ||||||
10 | Department of Human Services of medical bills and related | ||||||
11 | expenses, including administrative expenses, for which the | ||||||
12 | State is responsible under Titles XIX and XXI of the Social | ||||||
13 | Security Act, the Illinois Public Aid Code, the Children's | ||||||
14 | Health Insurance Program Act, the Covering ALL KIDS Health | ||||||
15 | Insurance Act, and the Senior Citizens and Disabled Persons | ||||||
16 | Property Tax Relief and Pharmaceutical Assistance Act. | ||||||
17 | (2) For repayment of funds borrowed from other State
| ||||||
18 | funds or from outside sources, including interest thereon. | ||||||
19 | (c) The Fund shall consist of the following: | ||||||
20 | (1) Moneys received by the State from short-term
| ||||||
21 | borrowing pursuant to the Short Term Borrowing Act on or | ||||||
22 | after the effective date of this amendatory Act of the 96th | ||||||
23 | General Assembly. | ||||||
24 | (2) All federal matching funds received by the
Illinois | ||||||
25 | Department of Healthcare and Family Services as a result of |

1 | expenditures made by the Department that are attributable | ||||||
2 | to moneys deposited in the Fund. | ||||||
3 | (3) All federal matching funds received by the
Illinois | ||||||
4 | Department of Healthcare and Family Services as a result of | ||||||
5 | federal approval of Title XIX State plan amendment | ||||||
6 | transmittal number 07-09. | ||||||
7 | (4) All other moneys received for the Fund from any
| ||||||
8 | other source, including interest earned thereon. | ||||||
9 | (d) In addition to any other transfers that may be provided | ||||||
10 | for by law, on the effective date of this amendatory Act of the | ||||||
11 | 97th General Assembly, or as soon thereafter as practical, the | ||||||
12 | State Comptroller shall direct and the State Treasurer shall | ||||||
13 | transfer the sum of $365,000,000 from the General Revenue Fund | ||||||
14 | into the Healthcare Provider Relief Fund.

16 | Section 99. Effective date. This Act takes effect upon | ||||||
17 | becoming law.
