Bill Title: Amends the Department of Professional Regulation Law of the Civil Administrative Code of Illinois. Provides that the Department of Financial and Professional Regulation shall create and maintain a website to help persons wishing to create new businesses or relocate businesses to Illinois. 1 | AN ACT concerning State government.
| ||||||
2 | Be it enacted by the People of the State of Illinois,
| ||||||
3 | represented in the General Assembly:
| ||||||
4 | Section 5. The Department of Commerce and Economic | ||||||
5 | Opportunity Law of the
Civil Administrative Code of Illinois is | ||||||
6 | amended by adding Section 605-1007 as follows:

7 | (20 ILCS 605/605-1007 new) | ||||||
8 | Sec. 605-1007. New business permitting portal. | ||||||
9 | (a) By July 1, 2017, the Department shall create and | ||||||
10 | maintain a website to help persons wishing to create new | ||||||
11 | businesses or relocate businesses to Illinois. The Department | ||||||
12 | shall consult with at least one organization representing small | ||||||
13 | businesses in this State while creating the website. | ||||||
14 | (b) The website shall include: | ||||||
15 | (1) an estimate of license and permitting fees for | ||||||
16 | different businesses; | ||||||
17 | (2) State government application forms for business | ||||||
18 | licensing or registration; | ||||||
19 | (3) hyperlinks to websites of the responsible agency or | ||||||
20 | organization responsible for accepting the application; | ||||||
21 | and | ||||||
22 | (4) contact information for any local government | ||||||
23 | permitting agencies that may be relevant. |

1 | (c) The Department shall contact all agencies to obtain | ||||||
2 | business forms and other information for this website. Those | ||||||
3 | agencies shall respond to the Department before July 1, 2016. | ||||||
4 | (d) The website shall also include some mechanism for the | ||||||
5 | potential business owner to request more information from the | ||||||
6 | Department that may be helpful in starting the business, | ||||||
7 | including, but not limited to, State-based incentives that the | ||||||
8 | business owner may qualify for when starting or relocating a | ||||||
9 | business. | ||||||
10 | (e) The Department shall update the website at least once a | ||||||
11 | year before July 1. The Department shall request that other | ||||||
12 | State agencies report any changes in applicable application | ||||||
13 | forms to the Department by June 1 of every year after 2016.
