1 | HOUSE RESOLUTION
| ||||||
2 | WHEREAS, Rising healthcare costs continue to be the number | ||||||
3 | one concern for small and medium-sized businesses in Illinois; | ||||||
4 | and
| ||||||
5 | WHEREAS, According to the Council for Affordable Health | ||||||
6 | Insurance (CAHI), healthcare mandates cumulatively can raise | ||||||
7 | the cost of basic health coverage by 20% to 50%; and
| ||||||
8 | WHEREAS, According to CAHI, Illinois currently has 47 | ||||||
9 | different insurance mandates in law today; and
| ||||||
10 | WHEREAS, Healthcare mandates are paid for by only small and | ||||||
11 | medium-sized businesses that buy health insurance on the open | ||||||
12 | market; and
| ||||||
13 | WHEREAS, Illinois policy makers need a better | ||||||
14 | understanding of the costs these mandates add to health | ||||||
15 | insurance in order to strike a balance between managing | ||||||
16 | healthcare costs and providing access to quality health | ||||||
17 | insurance; therefore, be it

18 | RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE | ||||||
19 | NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, that | ||||||
20 | we request the Commission on Government Forecasting and |

1 | Accountability to study the cost of each healthcare mandate | ||||||
2 | that is a part of the Illinois Insurance Code on the date this | ||||||
3 | resolution is adopted, as well as the cumulative effect of | ||||||
4 | those mandates on the overall cost of health insurance in | ||||||
5 | Illinois for businesses; and be it further

6 | RESOLVED, That the findings of the Commission be reported | ||||||
7 | to the General Assembly by February 6, 2012, to ensure that the | ||||||
8 | members of the General Assembly are informed about the costs | ||||||
9 | and overall impact these mandates have on the ability of small | ||||||
10 | and medium-sized businesses to purchase health insurance; and | ||||||
11 | be it further

12 | RESOLVED, That a copy of this resolution be delivered to | ||||||
13 | the Executive Director of the Commission on Government | ||||||
14 | Forecasting and Accountability.
