Bill Title: Declares that the State shall appropriate for no more than an X% increase for wage increases associated with any and all collectively bargained contracts throughout State government. States the policy of the State of Illinois that the size of, or a reduction in, the State employee workforce shall not be a topic of collective bargaining.

AMENDMENT TO HOUSE JOINT RESOLUTION 45
2 AMENDMENT NO. ___. Amend House Joint Resolution 45 by
3replacing everything after the heading with the following:
4 "WHEREAS, The Illinois House of Representatives has
5established prudent fiscal parameters for the State budget with
6House Resolution 110, which required the House Revenue &
7Finance Committee to set the total amount of general fund
8expenses for Fiscal Year 2012, and House Resolution 158, which
9required that any amount of additional State revenue be used to
10pay the backlog of unpaid State obligations rather than being
11spent on more State services; and
12 WHEREAS, The Illinois House of Representatives passed the
13two fiscally responsible resolutions by a vote of 112-0-0 for
14House Resolution 110 and 114-0-2 for House Resolution 158,
15respectively; and

1 WHEREAS, The Illinois House of Representatives established
2prudent fiscal parameters for the State budget with House
3Resolution 707, which required the House Revenue & Finance
4Committee to set the total amount of general fund expenses for
5Fiscal Year 2013, and House Resolution 706, which required that
6any amount of additional State revenue be used to pay the
7backlog of unpaid State obligations rather than being spent on
8more State services; and
9 WHEREAS, The Illinois House of Representatives passed the
10two fiscally responsible resolutions by a vote of 93-11-5 for
11House Resolution 707 and 91-16-3 for House Resolution 706,
12respectively; and
13 WHEREAS, The Illinois House and the Illinois Senate passed
14several State budget bills that held spending under the House
15Revenue & Finance Committee's State revenue estimate; and
16 WHEREAS, The State of Illinois would have paid employees
17represented by the American Federation of State, County, and
18Municipal Employees (AFSCME) an estimated $2,762,956,700 in
19all funds for payroll costs before the House of Representatives
20and the Senate reduced the budget for Fiscal Year 2012; and
21 WHEREAS, The Cost of Living Allowance (COLA) for employees
22represented by the American Federation of State, County, and

1Municipal Employees (AFSCME) has averaged an increase of 4.25%
2over the past 5 fiscal years; and
3 WHEREAS, The Consumer Price Index has averaged an increase
4of 1.95% from the years 2007 to 2010; therefore, be it
5 RESOLVED, BY THE HOUSE OF REPRESENTATIVES OF THE
6NINETY-SEVENTH GENERAL ASSEMBLY OF THE STATE OF ILLINOIS, THE
7SENATE CONCURRING HEREIN, that the State shall appropriate no
8amount for new wage increases associated with any and all
9collectively bargained contracts throughout State government
10for the Fiscal Year 2013 budget; and be it further
