Bill Title: Amends the River Edge Redevelopment Zone Act. Provides that, on and after the effective date of the amendatory Act, an area is qualified to become a River Edge Redevelopment Zone if it is an area of the State (1) located on a river, (2) with less than 30,000 population, and (3) that meets one of the following conditions: has a median household income of less than 80% of State median income for a household of 4, as determined by the U.S. Department of Housing and Urban Development; has a per capita personal income of less than 60% of the per capita personal income for Illinois as determined by the U.S. Department of Commerce; or has a median home price of less than 60% of the State median home price. Provides that changes made by the amendatory Act do not affect the certification of any area previously certified by the Department as a River Edge Redevelopment Zone. Effective immediately.

SYNOPSIS AS INTRODUCED:
65 ILCS 115/10-4

Amends the River Edge Redevelopment Zone Act. Provides that, on and after the effective date of the amendatory Act, an area is qualified to become a River Edge Redevelopment Zone if it is an area of the State (1) located on a river, (2) with less than 30,000 population, and (3) that meets one of the following conditions: has a median household income of less than 80% of State median income for a household of 4, as determined by the U.S. Department of Housing and Urban Development; has a per capita personal income of less than 60% of the per capita personal income for Illinois as determined by the U.S. Department of Commerce; or has a median home price of less than 60% of the State median home price. 1 AN ACT concerning local government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The River Edge Redevelopment Zone Act is amended
5by changing Section 10-4 as follows:
6 (65 ILCS 115/10-4)
7 Sec. 10-4. Qualifications for River Edge Redevelopment
8Zones.
9 (a) Before the effective date of this amendatory Act of the
10100th General Assembly, an An area is qualified to become a
11zone if it:
12 (1) is a contiguous area adjacent to or surrounding a
13 river;
14 (2) comprises a minimum of one half square mile and not
15 more than 12 square miles, exclusive of lakes and
16 waterways;
17 (3) satisfies any additional criteria established by
18 the Department consistent with the purposes of this Act;
19 (4) is entirely within a single municipality; and
20 (5) has at least 100 acres of environmentally
21 challenged land within 1500 yards of the riverfront.
22 The changes made by this amendatory Act of the 100th
23General Assembly do not affect the certification of any area

1certified by the Department as a River Edge Redevelopment Zone
2under this subsection before the effective date of this
3amendatory Act of the 100th General Assembly.
4 (b) On and after the effective date of this amendatory Act
5of the 100th General Assembly, an area is qualified to become a
6zone if it is an area in the State:
7 (1) located on a river;
8 (2) with less than 30,000 population; and
9 (3) that meets one of the following conditions:
10 (A) has a median household income of less than 80%
11 of State median income for a household of 4, as
12 determined by the U.S. Department of Housing and Urban
13 Development;
14 (B) has a per capita personal income of less than
15 60% of the per capita personal income for Illinois as
16 determined by the U.S. Department of Commerce; or
17 (C) has a median home price of less than 60% of the
18 State median home price.

20 Section 99. Effective date. This Act takes effect upon
