Bill Title: Amends the Illinois Public Safety Agency Network Act. Sets forth the General Assembly's findings that 9-1-1 call centers are not able to transfer a call made by an individual in an area served by one 9-1-1 call center on behalf of another individual experiencing an emergency in an area served by a different 9-1-1 call center. Requires the Board of the Illinois Public Safety Agency Network to analyze and recommend legislation regarding the implementation of a 9-1-1 call forwarding or transfer feature and the establishment of a navigable directory of all local police departments, fire departments, rescue groups, and other emergency assistance departments for every county through this State. Provides that by December 31, 2014, the Board shall present its report to the General Assembly. Repeals the provisions of the amendatory Act on December 31, 2015. Effective January 1, 2014.

SYNOPSIS AS INTRODUCED:
50 ILCS 752/55 new

Amends the Illinois Public Safety Agency Network Act. Sets forth the General Assembly's findings that 9-1-1 call centers are not able to transfer a call made by an individual in an area served by one 9-1-1 call center on behalf of another individual experiencing an emergency in an area served by a different 9-1-1 call center. Requires the Board of the Illinois Public Safety Agency Network to analyze and recommend legislation regarding the implementation of a 9-1-1 call forwarding or transfer feature and the establishment of a navigable directory of all local police departments, fire departments, rescue groups, and other emergency assistance departments for every county through this State. Provides that by December 31, 2014, the Board shall present its report to the General Assembly. Provides that this Section shall be repealed on December 31, 2015. Effective January 1, 2014.

1 AN ACT concerning local government.
2 Be it enacted by the People of the State of Illinois,
3represented in the General Assembly:
4 Section 5. The Illinois Public Safety Agency Network Act is
5amended by adding Section 55 as follows:
6 (50 ILCS 752/55 new)
7 Sec. 55. 9-1-1 call center; call forwarding; study and
8report.
9 (a) The General Assembly finds that 9-1-1 call centers are
10not able to transfer a call made by an individual in an area
11served by one 9-1-1 call center on behalf of another individual
12experiencing an emergency outside that area to the 9-1-1 call
13center serving the area of the emergency.
14 (b) The Board of the Illinois Public Safety Agency Network
15shall prepare a report that includes, at a minimum, the
16following:
17 (1) An analysis of the current ability of 9-1-1 call
18 centers to forward or transfer a call to another 9-1-1 call
19 center and the steps that would be necessary to enable all
20 9-1-1 call centers to transfer or forward calls to any
21 other 9-1-1 call center within the State.
22 (2) An analysis regarding the establishment of a
23 navigable directory of all local police departments, fire

1 departments, rescue groups, and other emergency assistance
2 departments for every county through this State, including
3 the steps necessary to create and implement this directory.
4 (3) Recommended legislation for the State-wide
5 implementation of a 9-1-1 call forwarding feature and the
6 establishment of a navigable directory of all local police
7 departments, fire departments, rescue groups, and other
8 emergency assistance departments for every county through
9 this State in every 9-1-1 call center. Legislation shall be
10 in the form of one or more substantive bills drafted by the
11 Legislative Reference Bureau.
12 (c) The report shall be presented to the General Assembly
13by December 31, 2014.
14 (d) This Section is repealed on December 31, 2015.
15 Section 99. Effective date. This Act takes effect January
