Bill Title: Amends the Illinois Vehicle Code. Provides that no person may occupy a vehicle or the cargo area of a second division vehicle while it is being towed upon a public highway. Creates an exemption when the vehicle does not exceed 15 miles per hour and is used in connection with a parade or farming activity, or if the speed does not exceed 15 miles per hour and the passenger is over 18.

AN ACT concerning transportation.
Be it enacted by the People of the State of Illinois,
represented in the General Assembly:
Section 5. The Illinois Vehicle Code is amended by changing
Section 11-1408 as follows:
(625 ILCS 5/11-1408) (from Ch. 95 1/2, par. 11-1408)
Sec. 11-1408. Riding in towed vehicles house trailers. No
person or persons shall occupy a house trailer, semitrailer,
farm wagon, or any other vehicle travel trailer while it is
being towed upon a public highway, unless:
(1) the occupancy of the towed vehicle is necessary to
avoid an imminent threat to a person's safety due to
extreme weather conditions or another emergency situation;
(2) the speed of the vehicle does not exceed 15 miles
per hour and the vehicle is used in connection with a
parade, farming-related activity, or similar activity; or
(3) the speed of the vehicle does not exceed 15 miles
per hour and the passenger is over the age of 18.
