Bill Title: Amends the School Code. Creates the police training academy job training program. Requires any school district with a high school to establish a partnership with a local police department, county sheriff, or police training academy to establish a jobs training program for high school students. Provides that the program shall be open to all students regardless of academic history, but that school districts may impose requirements to maintain successful participation in the program. Requires the State Board of Education to track students participating in the programs. Amends the Higher Education Student Assistance Act. Creates the police training academy job training scholarship program. Provides that the Illinois Student Assistance Commission shall receive applications for scholarships from any applicant that has successfully completed the police training academy job training program and been accepted to any public institution of higher learning in the State. Provides that applicants who are determined to be eligible for the scholarship shall receive, subject to appropriation, a renewable scholarship to be applied to tuition and mandatory fees and paid directly to the public institution of higher learning at which the applicant is enrolled. Allows the Commission to establish by rule academic requirements to maintain access to the scholarship. Grants students who have received a scholarship access to any needed noncredit remedial courses in order to ensure academic success, as well as access to a student retention program offered by the public institution, including, but not limited to, CHANCE programs. Allows the Commission to make all necessary and proper rules needed for the program.

4 | Section 5. The State Finance Act is amended by adding | ||||||
5 | Sections 5.878 and 6z-102 as follows:

12 | (a) A Police Training Academy Job Training Program and | ||||||
13 | Scholarship Fund is created as a special fund in the State | ||||||
14 | treasury and shall be used to support program and scholarship | ||||||
15 | activities of the police training academy job training and | ||||||
16 | scholarship programs established under Section 22-83 of the | ||||||
17 | School Code and Section 65.95 of the Higher Education Student | ||||||
18 | Assistance Act. Moneys from fees, gifts, grants, and donations | ||||||
19 | received by the State Board of Education and Illinois Student | ||||||
20 | Assistance Commission for purposes of supporting these | ||||||
21 | programs and scholarships shall be deposited into the Police | ||||||
22 | Training Academy Job Training Program and Scholarship Fund. |

2 | Assistance Commission; and participating counties, school | ||||||
3 | districts, and law enforcement partners may seek federal, | ||||||
4 | State, and private funds to support the police training academy | ||||||
5 | job training and scholarship programs established under | ||||||
6 | Section 22-83 of the School Code and Section 65.95 of the | ||||||
7 | Higher Education Student Assistance Act.

8 | Section 10. The School Code is amended by adding Section | ||||||
9 | 22-83 as follows:

11 | Sec. 22-83. Police training academy job training program. | ||||||
12 | (a) In a county of 175,000 or more inhabitants, any school | ||||||
13 | district with a high school may establish one or more | ||||||
14 | partnerships with a local police department, county sheriff, or | ||||||
15 | police training academy to establish a jobs training program | ||||||
16 | for high school students. The school district shall establish | ||||||
17 | its partnership or partnerships on behalf of all of the high | ||||||
18 | schools in the district; no high school shall establish a | ||||||
19 | partnership for this purpose separate from the school | ||||||
20 | district's partnership under this Section. The jobs training | ||||||
21 | program shall be open to all students, regardless of prior | ||||||
22 | academic history. However, to encourage and maintain | ||||||
23 | successful program participation and partnerships, the school | ||||||
24 | districts and their partner agencies may impose specific |

2 | (b) The State Board of Education shall track participation | ||||||
3 | and the success of students participating in the jobs training | ||||||
4 | program established under this Section and annually publish a | ||||||
5 | report on its website examining the program and its success.

6 | Section 15. The Higher Education Student Assistance Act is | ||||||
7 | amended by adding Section 65.95 as follows:

10 | scholarship program. | ||||||
11 | (a) The Commission shall, each year, receive applications | ||||||
12 | for scholarships under this Section. An applicant is eligible | ||||||
13 | for a scholarship under this Section if the Commission finds | ||||||
14 | that the applicant has successfully completed the police | ||||||
15 | training academy job training program established under | ||||||
16 | Section 22-83 of the School Code and been accepted to a public | ||||||
17 | institution of higher learning in the State. | ||||||
18 | (b) Applicants who are determined to be eligible for | ||||||
19 | assistance under this Section shall receive, subject to | ||||||
20 | appropriation from the Police Training Academy Job Training | ||||||
21 | Program and Scholarship Fund, a renewable scholarship to be | ||||||
22 | applied to tuition and mandatory fees and paid directly to the | ||||||
23 | public institution of higher learning at which the applicant is | ||||||
24 | enrolled. However, the total amount of assistance awarded by |

1 | the Commission under this Section to an individual in any | ||||||
2 | fiscal year, when added to other financial assistance awarded | ||||||
3 | by the Commission to that individual for that fiscal year, must | ||||||
4 | not exceed the cost of attendance at the institution of higher | ||||||
5 | learning at which the student is enrolled. | ||||||
6 | (c) A scholarship awarded under this Section may be renewed | ||||||
7 | for a total of up to 4 years of full-time enrollment. The | ||||||
8 | Commission may by rule set the academic requirements necessary | ||||||
9 | to maintain participation in the program. | ||||||
10 | (d) Students granted a scholarship under this Section shall | ||||||
11 | be granted access to any needed noncredit remedial courses in | ||||||
12 | order to ensure academic success at the public institution of | ||||||
13 | higher learning. Students granted a scholarship under this | ||||||
14 | Section shall also be admitted to a student retention program | ||||||
15 | offered by the public institution of higher learning, | ||||||
16 | including, but not limited to, any CHANCE program the public | ||||||
17 | institution may have established. | ||||||
18 | (e) The Commission shall make all necessary and proper | ||||||
19 | rules not inconsistent with this Section for its effective | ||||||
20 | implementation.
