Summary

Amends the Humane Care for Animals Act. Prohibits a person from transporting, or causing or allowing to be transported, any equine animal in or upon a trailer, conveyance, or any other vehicle with 2 or more levels stacked upon one another. Creates penalties for violations. Effective immediately.
