subwatersheds

designated

division

part

high-priority
watersheds

by
the
water
resources
coordinating
council

pursuant
to

466B.3.
In
supporting
reducing

nutrients
in
subwatersheds,
the
division
shall
establish
and
5
administer
demonstration
projects
as
follows:

a.
The
demonstration
projects
shall
utilize
water
quality
7
practices
as
described
in
the
latest
revision
of
the
document
8
entitled
“Iowa
Nutrient
Reduction
Strategy”
initially
presented

in
November
2012
by
the
department
of
agriculture
and
land

stewardship,
the
department
of
natural
resources,
and
Iowa

university

The
division
shall
implement
demonstration
projects
as

provided
in
paragraph

by
providing
for
participation
by

persons
who
hold
a
legal
interest
in
agricultural
land
used
in

farming.
To
every
extent
practical,
the
division
shall
provide

for
collaborative
participation
by
such
persons
who
hold
a
17
legal
interest
in
agricultural
land
located
within
the
same
18
subwatershed.

c.
The
division
shall
implement
a
demonstration
project
on
20
a
cost-share
basis
as
determined
by
the
division.
However,
the
21
state’s
share
of
the
amount
shall
not
exceed
50
percent
of
the
22
estimated
cost
of
establishing
the
practice
as
determined
by
23
the
division
or
50
percent
of
the
actual
cost
of
establishing

the
practice,
whichever
is
less.

d.
The
demonstration
projects
shall
be
used
to
educate
other

persons
about
the
feasibility
and
value
of
establishing
similar

The
division
shall
promote
field
day

events
for
purposes
of
allowing
interested
persons

their
agricultural

conduct

evaluations

supported
subwatersheds.
Within
a
reasonable
period

accumulating
information

such
evaluations,
the

division
shall
create

aggregated
database
of
water
quality

information

person

be

confidential

The
moneys
appropriated
in
subsection

be

education

outreach
in
a
manner
that
encourages

persons
who
hold
a
legal
interest
in
agricultural
land
used
for
5
farming
to
implement
water
quality
practices,
including
the
6
establishment
of
such
practices
in
watersheds
generally,
and
7
not
limited
to
subwatersheds
or
high-priority
watersheds.

4.
The
moneys
appropriated
in
subsection
1
may
be
used
9
to
contract
with
persons
to
coordinate
the
implementation
of
10
efforts
provided
in
this
section.
Not
more
than
$150,000
shall
11
be
used
to
support
the
administration
of
this
section
by
a
12
full-time
equivalent
position.

Notwithstanding
any
other
provision
in
law
to
the

contrary,
the
department
may
use
moneys
appropriated
in

in
combination

percent

moneys

In
supporting
projects
in
subwatersheds

watersheds

the
division
shall

a.
Utilize
water
quality
practices
as
described
in
the

latest

of
the

“Iowa
Nutrient

Reduction
Strategy”

presented

the

department
of
agriculture
and
land
stewardship,
the
department

of
natural
resources,
and
Iowa
state
university
of

b.
Participate
with
persons
who
hold
a
legal
interest
in

agricultural
land
used
in
farming.
To
every
extent
practical,

the
division
shall
provide
for
collaborative
participation
by

such
persons
who
hold
a
legal
interest

agricultural

the

watershed.

c.
Finance
the
establishment
of

quality
practices

GENERAL.
This
bill
relates

agriculture

natural

appropriations

the
department
of

natural
resources
(DNR),
and
Iowa
state
university
(ISU).

The
bill
primarily
appropriates
moneys
to
DALS
and
DNR.

appropriations
are
made
to
support
those
departments

bill
