Section
1.
Section
312.2,
Code
2022,
is
amended
by
adding
1
the
following
new
subsection:
2
NEW
SUBSECTION
.
18.
The
treasurer
of
state,
before
making
3
the
allotments
provided
for
in
this
section,
shall
credit
4
monthly
from
the
road
use
tax
fund
to
the
state
department
of
5
transportation
seventy-five
percent
of
the
moneys
deposited
in
6
the
fund
pursuant
to
section
321E.14,
subsection
1,
paragraph
7
“0j”
.
The
department
shall
distribute
such
moneys
to
counties
8
having
jurisdiction
over
secondary
roads
on
which
vehicles
9
issued
a
permit
pursuant
to
section
321E.8,
subsection
1A,
10
are
authorized
to
operate,
which
moneys
shall
be
used
to
11
inspect,
maintain,
repair,
or
construct
bridges
on
the
county’s
12
secondary
roads.
The
department
shall
adopt
rules
pursuant
to
13
chapter
17A
governing
the
distribution
of
moneys
in
accordance
14
with
this
subsection.

Sec.
2.
Section
321E.2,
subsections
1
and
4,
Code
2022,
are
16
amended
to
read
as
follows:

1.
The
department
and
local
authorities
may
in
their
18
discretion
and
upon
application
and
with
good
cause
shown
19
issue
permits
for
the
movement
of
special
mobile
equipment
20
being
temporarily
moved
on
streets,
roads,
or
highways
and
21
for
vehicles
with
indivisible
loads
,
or
divisible
loads
where
22
expressly
authorized
under
this
chapter,
which
exceed
the
23
maximum
dimensions
and
weights
specified
in
sections
321.452
24
through
321.466
,
but
not
to
exceed
the
limitations
imposed
in
25
this
section
and
sections
321E.3
through
321E.15
except
as
26
provided
in
section
321E.29
.

4.
When
in
the
judgment
of
the
permit-issuing
authority
the
28
movement
of
a
vehicle
with
an
indivisible
or
divisible
load
or
29
special
mobile
equipment
which
exceeds
the
maximum
dimensions
30
and
weights
will
be
unduly
hazardous
to
public
safety
or
will
31
cause
undue
damage
to
infrastructure
or
other
public
or
private
32
property,
the
permit
shall
be
denied
and
the
reasons
for
denial
33
endorsed
on
the
application.
Permits
shall
designate
the
days
34
when
and
routes
upon
which
loads
and
special
mobile
equipment

may
be
moved
within
a
county
on
other
than
primary
roads.

3.
Section
321E.3,
subsection
1,
Code
2022,
is
amended
2
to
read
as
follows:

1.
a.
Permits
issued
under
this
chapter
shall
be
issued
4
by
the
authority
responsible
for
the
maintenance
of
the
system
5
of
highways
or
streets.
However,
the
department
may
issue
6
permits
on
primary
road
extensions
in
cities
in
conjunction
7
with
movements
on
the
rural
primary
road
system.

b.
The
department
may
issue
an
all-systems
permit
permits
9
under
section
321E.8
which
is
are
valid
for
movements
on
10
all
highways
or
streets
under
the
jurisdiction
of
either
11
the
state
,
except
the
interstate
road
system
if
prohibited
12
under
section
321E.8,
or
those
local
authorities
that
have
13
indicated
to
the
department
in
writing,
including
by
means
of
14
electronic
communication,
those
streets
or
highways
for
which
15
an
all-systems
permit
is
not
valid.

Sec.
4.
Section
321E.8,
Code
2022,
is
amended
by
adding
the
17
following
new
subsection:

NEW
SUBSECTION
.
1A.
Vehicles
with
indivisible
or
19
divisible
loads
having
an
overall
width
not
to
exceed
the
width
20
authorized
under
section
321.454,
an
overall
length
not
to
21
exceed
the
length
authorized
under
section
321.457,
an
overall
22
height
not
to
exceed
the
height
authorized
under
section
23
321.456,
and
a
total
gross
weight
not
to
exceed
the
gross
24
weight
authorized
under
section
321.463
by
more
than
twelve
25
percent,
may
operate
under
an
all-systems
permit
and
shall
26
obtain
route
approval
from
the
department.
Permitted
vehicles
27
under
this
subsection
with
a
gross
weight
exceeding
eighty
28
thousand
pounds
shall
not
be
allowed
to
travel
on
any
portion
29
of
the
interstate
road
system.

5.
Section
321E.14,
subsection
1,
paragraph
i,
Code

2022,
is
amended
to
read
as
follows:

i.
One
hundred
sixty
dollars
for
an
annual
all-systems

permit
issued
pursuant
to
section
321E.8
,
subsection
1,
which

shall
be
deposited
in
the
road
