8E.206,
subsection
1,
Code
2018,
is

amended
to
read
as
follows:

1.
An
agency
shall
adopt
an
agency
strategic
plan
which

shall
follow
a
format
and
include
elements
as
determined
by
the
4
department
in
consultation
with
agencies.
The
agency
strategic
5
plan
shall
also
include
goals
for
specific
programs
operated
6
or
administered
by
the
agency
which
have
an
estimated
total
7
cost
for
the
expected
duration
of
the
program
of
at
least
fifty
8
million
dollars.

paragraph
1,
Code
2018,

is
amended
to
read
as
follows:

Each
agency
shall
develop
an
annual
performance
plan
to

achieve
the
goals
provided
in
the
agency
strategic
plan,

including
goals
for
specific
programs
operated
by
an
agency
as

required
by
section
8E.206,
and
including
the
development
of
15
performance
targets
using
its
performance
measures
for
those
16
goals
.
The
agency
shall
use
its
performance
plan
to
guide
its
17
day-to-day
operations
and
track
its
progress
in
achieving
the
18
goals
specified
in
its
agency
strategic
plan.

constitute

the

the

the

This
bill
relates
to
the
accountable
government
Act

established
in
Code
chapter
8E.

section
8E.206,
concerning
agency
strategic
plans,

is
amended
to
provide
that
a
strategic
plan
adopted
by
an

agency
shall
also
include
goals
for
specific
programs
operated
27
or
administered
by
the
agency
which
have
an
estimated
total

cost
for
the
expected
duration
of
the
program
of
at
least
$50

million.

Code
section

concerning
agency
performance
plans,

is
amended
to
provide
that
the
agency
also
develop
performance

for
the

programs
